So what constitutes as small fluffy dog breeds? Well, to be a small dog breed the dog has to be under 30 pounds and remain small even when a fully grown adult. To be classed as fluffy it needs to have feathery like or very thick woolly fur.

Cavalier King Charles Spaniel has, as you can see in the picture, all feather like fur coat that is very fluffy indeed. This small dog breed are very good with children and other pets, they have medium exercise demands.

Chinese Crested Powderfpuff is the only small fluffy Chinese dog breed out there, how incredibly fuzzy does their fur coat look? This small dog breeds under 30 pounds is good with children and other small pets including cats, however they are known to be not the easiest to house train. Not really suited to first time dog owners.

Coton De Tulear has a very thick and rather fluffy fur coat, this lovely little dog just loves to be around people and will be devoted to their owners. This is another low shedding small fluffy dog, it's good with kids and other animals too.
